ADEM is situated in the then premises of the oldest Roman Catholic Centre in East Africa at an old town of Bagamoyo, about 72 kilometres to the North- East of Dar Es Salaam, the capital city of Tanzania.
It is easily accessible by tarmac road that is served by regular buses. Bagamoyo is a town of historic importance. First, it is one of the few first places to get Arab and Shiraz influences and, one can still see the remnants of the two nations history and culture. The sad and unforgettable memories of the evils of the slave trade and slavery which still prevail are associated with the East African Coast.
Secondly Bagamoyo was the first German Government Headquarters established in October, 1890 before it was moved to Dar Es salaam in 1891. Thirdly, the town was one of the first places in East Africa from where journeys of exploration into the interior started. The body of one of the renowned explorers - David Livingstone was shipped from Bagamoyo to England. These days Bagamoyo has become one of the few tourist attractions in the country.
The Institute has taken over some of the buildings of an old Teachers College that was used for training in-service teachers. The old buildings were renovated and new ones erected in order to provide the necessary residential accommodation, training and other facilities. The recent rehabilitation program has given the halls of residence new features befitting senior executives.

MANTEP has now been transformed into an Executive Agency and henceforth bears the name Agency for the Development of Education Management
(ADEM). ADEM was launched on 31st August, 2001. It has a semi autonomous status and operates within a specific framework described
in the Executive Agency Act, No. 30 of 1997.
The Permanent Secretary, Ministry of Education and Culture is responsible person under whom the Agency executes its activities.
